The practical answer
A scatter is a special symbol whose trigger is defined by the game paytable. It may award a direct credit, start free games or open another feature. It is not interchangeable with a wild, and seeing one or two scatters does not make the missing symbol more likely on the next round.
Scatter versus wild
The symbols can both be special while serving different roles.
Scatter
Usually triggers a feature or pays under scatter-specific position rules.
Wild
Usually substitutes for eligible ordinary symbols under the paytable.
Bonus
May open a dedicated event without using the word scatter.

A previous near miss does not make the next scatter trigger more likely.
Visual emphasis
Sound, reel slowdown and highlights are presentation effects.
No compensation
The game does not owe a feature because several near misses appeared.
Budget boundary
Do not continue past a limit to chase the missing scatter.
Use scatter information responsibly
The feature explanation should improve understanding, not encourage chasing.
Record the trigger
Know the rule before the paid round begins.
